It's funny, but some really smart guy came up with the solution to this problem almost 2500 years ago.
No one that want's the job is qualified for it. It always leads to tyrrany.
Letting the populace make the decisions (democracy) is even worse.

You have to have a special class of people that are trained from birth, and insulated from the rewards of leadership make the decisions.

The best way to train a leader is to have him spend a couple years in the field shepherding a flock.
Tending sheep will teach you everything you need to know about caring for the people.
Im not even trying to make a joke. Its a proven thing that goes back to time immemorial.
Many elites who knew what was up would send their best kid to apprentice with the shepherds.
That was the best university there was. Because shepherds time is mostly downtime and in the downtime all they do is observe, think, and teach each other what they observed and thought. While passing down the knowledge accumulated from the time the first man created a staff and guided the sheep through the ups and downs of the valleys and gorges. And of course lots of poetry and singing which came in handy whenever it was time to head into a new market town with young lassies.

Those who fuck the Sheep are Wolves dressed as Shepherds.
Shepherds wear sheepskins which makes the already subservient sheep even more friendly to the shepherd.
It makes the job easier. Because while its mostly downtime and you get to spend it as you wish... it is a long day commitment. You are on the job basically all day. Its kinda like a fireman or EMT who work on 36 hour shifts.
But predators have caught on and use sheepskin to get in fool the sheep.
And when they have found the weakest ones they isolate them and start manipulating them into their fold.
Soon enough the weakest spirited sheep are going baa baa kowtowing to the wolf and puffing and huffing their chest like little baby wolves in an attempt to intimidate the other weak brothers who havent yet fallen in line.
While this is going on the wolf has his little sheep that he is fucking without anyone knowing.
Everyone still thinks hes a good shepherd and his flock of sheep are too busy acting like petulant little wolves to notice that the shepherd is fucking one of their own. Soon enough the wolf hubris excels too much and he starts fucking multiple sheep and one of them finally speaks out.
But usually the flock wont hear it. They wont care and defend their new wolf shepherd and completely ignore the raped sheep. Instead casting her off as a sheepwhore who was probably asking for it and take her to get sheared.
Then the good shepherd comes and takes the naked little sheep in and helps her regrow her esteemed fur back.
